What was going wrong
The process was already digital — technically. Every state, federal, and internal onboarding form existed as a fillable PDF. HR would open each one, fill it out, save it, print it for signature, scan it back in, and file it in the right folder. Multiply that by every form in the stack. Every single hire.
The irony of this one is that “going digital” had actually created more steps, not fewer. They had a folder full of individually managed PDFs, a signature process that required physical paper, and no single place where all of it lived together. The data existed — it was just being re-entered by hand into every form, every time. Nobody had connected the dots.
